A php script that accept uploaded json file allowed in free account?

I placed a php file in htdoc folder to handle json data upload and then save the data to mysql.
Does the free account allow this?
If so why do I get

requests.exceptions.ConnectionError: (‘Connection aborted.’, RemoteDisconnected(‘Remote end closed connection without response’))

each time running the python script from my local system?
is there a way to check the server log?
