I had a quick look and it seems like you didn’t check everything in the article:

The directory does not contain an index file

• Our servers are cAsE sEnSiTiVe, so calling the file Index.php or index.HTML will not work.

You have a file called INDEX.HTML. On hosting servers, that’s not the same as index.html. So you do not have a valid index file.

Please rename the file to index.html and it should work.
