I tried to recover a critical error on my website and changed the wp-config.php file, which was left blank and now it is offline, is it possible to recover this wp-config.php file?

Download a fresh copy of the file from WordPress, and just upload the config file to your site (make sure to change the appropriate values)

Check PHPMyAdmin. If it’s not there and you don’t have a backup, then no. What’s deleted is deleted and cannot be recovered.
