Hello there! The suspension system is not broken, and is working perfectly fine. Your evidence is a common misconception that this is “broken”.
Those graphs that you showed only update once every 24 hours, so it will probably not show your site going over the limit for a few hours (And these graphs are not a good way to track your usage data at all, as they only show the average for the day, and only update once a day). If you would like us to help you figure out what caused the suspension, please let us know what limit you exceeded. This should be shown in the client area for the site.

Your account was suspended because it overloaded the database server. There are no graphs in the control panel for database load. So all the graphs look normal because the graphs don’t show everything we track for resource usage.
