Free subdomains are pointed to accounts using A records, not CNAME records. If you check for CNAME records, you’ll see no results. Note that A records and CNAME records are mutually exclusive, you can’t have both on the same hostname.
Every ISP has their own network and their own DNS servers, and they all operate them as they deem best. So except for cases where a government issues a specific ban that ISPs must enforce, you’re going to see differences in how they approach security and what they block and what they won’t.
