Hi and welcome to the forum!
The Client Area seems to not be able to connect to the Control Panel, and for some (or most) users on the forum the Control Panel doesn’t even work, so I’m sorry to say you’ll have to wait until it works again for you to be able to install the SSL certificate.
EDIT: Try to install it now; as I spoke it went back up.
