i had a doubt that

  1. how can we pm(personal/private message) a person
  2. and have I reached the level for pming a person(if that is a word; lol)

  1. You can click on the user profile and click on the message button.
  2. I don’t see you new here, so you’re all good. i.e no limitations.

Please note that you must be Trust Level 1 to be able to PM people. That means you need to have read and written a number of posts, given some likes and done some other stuff. The requirements are quite basic and can be reached within a few days usually.
