Foreign keys are only supported with the InnoDB storage engine for MySQL, but free hosting only supports MyISAM. According to the documentation: For storage engines that do not support foreign keys (such as MyISAM ), MySQL Server parses and ignores foreign key specifications. I guess that last part is why you didn’t get an error.

Foreign keys without innodb

MyISAM does not support foreign keys, sadly. If you want to know why that is and how MySQL can still be called a relational database, that’s something only the MySQL developers can answer. But free hosting does not support any storage engine with support for foreign keys. So any foreign key consistencies will have to be enforced by the application code.
