There is no need to turn on the “Pay Yearly” switch if you don’t pay for Premium Hosting at first; if you decide to switch to Premium Hosting in a non-certain future, then that switch makes a difference in the price you’ll pay entirely for the year (or for the month) you’ll buy (in fact, if you pay yearly you’ll save up to 25%), and also the plan availability will vary if you flip the switch (the cheapest plan, like so, is only available if you pay yearly). Anyway free hosting is, was and will still be free.

I know that switch is already turned on by default, but it doesn’t affect the price of free hosting, so just choose the only free option there is, which is free hosting, and move on creating your hosting account instead of sticking out letting us explain what the switch does.

Free hosting is free. It’s not billed, so there is no billing cycle, so the billing cycle switcher doesn’t do anything for it. You don’t have to choose a billing cycle for free hosting because there is nothing to choose.
