If you get a VPS, you get a server which you need to setup yourself. You can usually get support, but that’s only for the VPS itself, not the software you need to setup.
A VPS provides a lot of flexibility and typically more server power for your money than web hosting. But with web hosting, you have the benefit of servers managed by experts who have the responsibility to fix it if some of the software on the server doesn’t work as it should. With a VPS, you have to be that expert.
If you want someone to fix things for you if the server software doesn’t work, you need a managed VPS or web hosting. A VPS by default is self-managed.
