I try creating a new website mountainparadise.is-best.net but in statistics it still said all inodes almost used. I asked by request the new account be suspendered. Is this what I need to do and wait again up to 60 days?
I cannot access the files from my other domain so I can delete them. I thought creating another account (up to the allowed limit) will provide me with a new quota of both space and inodes.

You can create up to three active accounts. If you have a de-activated account, it does not count as one of your active accounts, which means you can create another active account.
Why not? You can edit all the files of your account at any time through the file manager or FTP. You don’t need a working website for that.
If you have multiple websites, then you can spread the across different accounts. Every account has it’s own pool of resources (including disk space and inodes).
No, there is no reason to wait. Deactivated accounts do not count against your active account usage.
Do make sure that if you want to reuse a domain from your previous account, you must delete it from the old account before deactivating it. If you don’t, it will be locked to the deactivated account. If that happens, either you need to reactivate the old account to remove the domain from it anyway, or wait for the account to be fully deleted.
But again, you don’t have to wait. All you need to do is pay a little bit of attention before deactivating the account to make sure you’re not locking down your domains.
