As In your attached Screenshot earlier. You Can Click Delete In Blocked IPs Tab Under Actions To Remove by Yourself.Until and unless you want to Block All Users From Visiting Your Website

Can people still access your site? The dashboard did that sometimes when it doesn’t recognise a .htaccess rule. But if your site is still agreeable don’t worry about it
The blocking there will return a 403 (I think) not the cookie page
The IP Blocking tool gets its data from parsing your .htaccess file. But sometimes, there are rules that confuse it. These multiple “all” entries are usually caused by .htaccess rules blocking access to specific location of your site.
This is a bug in the IP blocking tool, but to state very clearly: this issue does not mean that all IP addresses are blocked on your website and does not impact your website functionality at all.
If you noticed this issue while troubleshooting another issue, then you’re probably looking in the wrong place.
