I believe he is talking about this forum, where you cannot upload .htaccess files directly, and sometimes blocks the message for new users because it may contain more than one link.

so the thing is when i try to refresh any page except the main page of my site it prompts me with a 403 access denied page

I clicked the links at the top of the page and they all work for me.
