No you can’t. Admin has his PM disabled.
I don’t think that admin will accept you. What are you trying to provide? Servers? Domains? Site designing? I believe that admin already found proper sponsors for those.

I’m not going to say no from the start to a partnership. But if you say you want to team up with me, then please send a proposal of what you want that partnership to look like. I don’t know you and I don’t know what you have to offer, so I have no idea what value you can bring me. If you think you can offer me something I may be interested in, then please tell me what that is.
If you don’t know what you can help me with, then please take some time to think about it. When you know, make a proposal and send it to me. If you can’t think of anything, then I’m not interested.
