When I upload pdf files in the file manager they are not displayed

Try using a FTP manager like FileZilla instead system default

The system automatically blocks exe and pdf files, you may use an external storage service for hosting them instead. (And link back to the website)

How can you what? Use an external storage provider? Upload the file to a service like Google drive, then just put the share link on your website for your users.
