A few days ago, the account was temporarily suspended due to CPU limit usage, and I received a message saying it would be reactivated 24 hours later. However, now the account appears as “Deleted” in my client area.
Unfortunately, I did not have a backup of the files, and I would really like to recover the website if possible.
Is there any way to restore the account or access its contents? Or was it permanently deleted?

There’s a reason that the client area says there’s no way to recover it.
Because there really isn’t any.
Repetitive suspensions will end up cause a permanent suspension and lead to deletion.
That is to say, accounts are usually deleted 30 days after permanent suspension. Either the system is broken (which is quite unfortunate) or you are exaggerating things (note that exaggerating things won’t help).
I understand that deleted accounts cannot be recovered, and I’m not trying to exaggerate anything — I’m just genuinely confused about the situation.

When you check the Deactivation History for that account, you’ll see that it was Suspended for Inactivity on the 29th of March already. That particular account has also never been suspended for hitting any daily limits.
Can you please have another look at the email you received regarding the CPU limit, and especially pay attention to the account username in that email?
