You’re very close in your assessment with one minor issue: the specific keyword. It’s not the “hate” keyword being blocked, it’s “chat”. Which is also listed in our KB article about 403 errors:
Yes, the keyword block is a blunt instrument, and we’re well aware that it blocks many legitimate URLs too. But this is just the way it works right now.
