Where are you uploading your files? Make sure they are being uploaded into the htdocs folder.
Otherwise, try connect with an FTP client like FileZilla and see if you get the same issue.

You just have permission to upload your files into htdoces
Note if file also continues names such as con, chat, prn and every thing that related to systemic or illegal things won’t upload
