Error 403 forbidden

I have a file on my site name chatRoomsController.js. Whenever I try to go to that file, it says 403 forbidden. Also, I temporarily turned on the directory listing and according to the directory the file does not exist. All other files in its directory are working like normal. The permissions on the chatRoomsController.js file are exactly the same as the permissions of the other files. Renaming the file to hatRoomsController makes the file work like normal. Renaming the file to chatRoomsController.php does not fix the problem. Does anybody have any idea why this would be happening?

In addition to renaming the file to chatRoomsController.php, I’ve also tried:
chatRooms.js
controller.js
Neither work. I believe it has to do with it starting with c
