Normally if it looks like this then it most probably have nothing to do with the website itself but rather your phone being cooked
Is that static seen in the screenshot really what you see? Because I have honestly no idea how something like that could happen by accident due to a bug. Your browser’s renderer going crazy or your phone’s GPU dying is the best explanation I can come up with.

Hey Admin, this issue seems to be occurring only on your portal for me. I have browsed several other websites, but I have not experienced this problem anywhere else.
Still this is very, very unlikely a website issue. Normally if the website code is written incorrectly you’ll see some weird layout, broken theming, but definitely not something crazy like your screenshot.
Now this is indeed some sort of instinct because the hardware going wrong and the website going wrong will look very different once you’ve got enough experience but trust me this is not something Admin can fix…

Yes, I’m not sure what to do about this. The behavior is very strange and I cannot think of any way how something like this could occur. I also don’t see any signs of anyone else having the same issue.
Since I can’t actually look inside what’s happening on your device, and mobile browsers are quite hard to debug in the first place, I cannot think of any way for me to do any troubleshooting on this.
