Connecting to the database remotely

Hi everyone. I would like to get more information about the benefits I have for the hosting service. I need one that would provide me external connection to the database with tools such as MySQL workbench. There is one that is $2.50. I have the doubtif paying the infinity free plan for 2.50 has this setting. Thanks in advance for your help

Premium does let you remotely connect to your SQL database I believe

I would like to know if I can purchase the premium plan.
Can I connect to the remote database so I can connect to MySQL Workbench?
