To clear something up, the only type of chat script that is prohibited is one that uses AJAX to communicate with the free server to check for new messaging.
Embedded chat scripts from external 3rd parties, AI chatbots that use API keys from external providers, etc are all allowed. The constant pings on the servers is prohibited, not the idea of a chat itself. Yes, this could be communicated better, and yes some of the blocks may be a bit overreaching, but it generally works to keep the system running the way it’s supposed to.
Hosting a file sharing site is strictly prohibited. If you want to share files with users, you must use a 3rd party service. If Google drive is not available in your region, look for alternatives like Box, OneDrive, etc.
Typically, the messages from the AI providers still pass through the server, so you do need to be careful with it. Polling the server for messages is still not OK. But AI prompts are typically request/response only, so that should be fine.
It’s a blunt instrument, yes. But live chat scripts are REALLY taxing so just putting it in the terms and relying on the daily limits didn’t cut it.
Having more granular blocking rules to block specific software would be better, but there are tons of live chat scripts in existence, and a good number of them I see are custom built, so trying to block only that is a fools errand.

If you store them on your hosting account, yes. If you store them elsewhere (like Google Drive) then no.

You cannot use free hosting as a file storage provider. However, you can link to files hosted elsewhere (For example, a “List of my eBooks” is allowed, as long as the user downloads the eBooks from Google Drive / Box / etc).
Please note that you still need to follow the rest of the ToS as well. So linking to crypto, adult content, etc is not permitted
