Change max file upload size in wordpress

I installed the plug in to increase max size of file upload but when i upload I get exceeds file upload size in php.ini where is that file located. thanks

You can’t change the maximum file upload size on free hosting; it’s set to 10 MBs to prevent users from abusing the service.
