You can only create folder within the htdocs folder. Why do you want to create a folder outside of it?
I am working on a social media site and the script asks for a folder named ossn data outside of htdocs and does not accept it when I install it.
You won’t be able to install that on free hosting. You will need to find a paid host that allows that.
