No, this is not illegal, you just need parent permission and have them set up you’re account, in fact I think for some banks you can have accounts in accounts, so they set your account in the parent’s account.
Yes, this is pretty illegal if you just operate a debit card with no permission.

For some services, credit & debit card are same if with Visa/MasterCard logo.
I verified my Heroku account by using my debit card with Visa logo. Even for my PayPal account.
& also for some services such as Stripe can not accept it.
Maybe I’ll try to register in Oracle Cloud, too.

Here credit cards/debit cards aren’t powered by these, just In-country bank makes them.
Why?
